Is there a color theme scheduler/plugin available? e.g., automatically change the theme based on the time?

There is no such plugin yet. if you want to try, get the plugin 'Clock' (good start point) and extend it.

What options do you suggest for it?
- light theme name?
- dark theme name?
- time when to switch (2 times: into light/ into dark)? e.g. 20:00 is evening in EU in some country but in another country evening may be at 17:00

It would be interesting!

maybe this change can be integrated to Clock plugin.
but then the option is needed in Clock - 'show clock', so I can disable 'show clock' and only use theme switcher.
