Possible compatibility issue with "Always on Top" tools

I noticed a possible compatibility issue with external "Always on Top" tools.
Both AltSnap and DeskPins can initially set CudaText as always-on-top, but the topmost state is lost when CudaText becomes inactive. For example:
1. Set CudaText to always-on-top using AltSnap or DeskPins.
2. Click another application's window, or simply click an empty area of the Windows desktop.
3. Other windows can then appear above CudaText.
With AltSnap, its topmost indicator also disappears when this happens.
I tested the same tools with other applications and they work normally, so this seems to be specific to CudaText (possibly related to Lazarus window handling).
Is this a known issue, or does CudaText/Lazarus reset the window's topmost state when the application becomes inactive?
