I didn't test yet, but I remember we have plugin "Intext Bookmarks" which also can find the TODO/TOFIX/NOTE lines and show them in a dialog.

yes, the functionality is similar, only mine is more simplified and works through built-in bookmarks

agree with ildar, similar - but not the same…
intext bookmark have some limitations - I am not able to use it on Markdown, ToDo -

and usage of built-in bookmarks is also advantage
